Intersection changes are a mess

I travel daily from Old Owen Road across Highway 2 onto Main Street and then back later. I watched for two or three months as work was done at this intersection. What we ended up with from Old Owen is a right turn lane 12 or 14 feet wide with no one sure exactly where to go. From Main Street heading to Old Owen we now have what appears to be a right turn lane that narrows down to about 4 feet. Now they have put some drums to let drivers know this is not a right turn lane. With all the time and money spent how could we have ended up with such a mess? I know that some of this work was to improve the sidewalks but couldn’t some consideration have been given to vehicle traffic?
