The eight men at the left of the photo in white uniforms with black slashes across the chest are from Monroe (Monroe is printed on the black slashes). As the photo came from the Monroe Fire Department, and as some of the initials on some of the uniforms end in “FD”, it is most likely some kind of fire department regional event, and judging by the track nature of the uniforms, some kind of athletic competition. The “Dominion” sign on the building, the quartering of the Union Jack on the flag/banner in the background, and the “Alberta” on the uniform in the center front all indicate the photos may have been taken in Canada, or at the very least involved Canadians in the event. However, the back of the photo indicates it was taken by a Seattle photographer, which would suggest that it may have been taken in Seattle. Judging by the uniforms, it was probably taken sometime around 1910.
