NOTICE OF SEPA DETERMINATION AND APPLICATION

NOTICE is hereby given that a SEPA Determination (SEPA2010-01) and a Grading Permit Application (M2010-0010) have been submitted by the City of Monroe Engineering Department for the West Columbia Sidewalk (Phase II) project. NOTICE is hereby given that a Mitigated Determination of Non-Significance (SEPA2010-01) has been made by the City of Monroe Community Development Director.

LOCATION: The West Columbia Sidewalk (Phase II) project is located along West Columbia Street between King Street and Dickinson Street in Monroe Washington situated in the southwest quarter of Township 27 North, Range 6 East, Section 1.

PROJECT DESCRIPTION: The City of Monroe is proposing to construct frontage improvements along West Columbia Street between King Street and Dickinson Street. Proposed improvements include the construction of a five-foot sidewalk, four-foot planter strip, and curb and gutter along the south side of the street. The city is also proposing to install three catch basins connected with 12-inch pipe to a 210-foot infiltration trench. Finally, the city proposes to reconstruct the southern lane of West Columbia. Engineering staff estimate that grading quantities will not exceed 280 cubic yards of cut and fill. SEPA review is required because grading quantities and the drainage pipe size for the stormwater facility exceed thresholds defined in WAC 197-11-800 (1 and 23).

APPEAL PROCEDURE: Appeals to the SEPA determination must be submitted to the City Clerk on forms available at City Hall, 806 West Main Street, Monroe, WA 98272 by 5:00 p.m. Wednesday, February 17, 2010. Faxed, mailed, or e-mailed appeals will not be accepted. Appeals must be accompanied by a filing fee set in the Fees Resolution in place at the time the appeal is filed.
