NOTICE OF PLANNING COMMISSION PUBLIC HEARING

NOTICE is hereby given that a PUBLIC HEARING will be held for Commute Trip Reduction Plan and amendments to MMC Chapter 18.88 (Commute Trip Reduction), file number ZCA200702 on Monday, April 28, 2008 at 7:00 p.m. by the City of Monroe Planning Commission in the Council Chambers at City Hall, 806 West Main Street, Monroe, Washington.

A public hearing will be held to take public testimony for and against the Final Draft Monroe Commute Trip Reduction Plan and associated amendments to the Monroe Municipal Code Chapter 18.88 (Commute Trip Reduction). The final Draft 2008 City of Monroe Commute Trip Reduction Plan was prepared for compliance with the 2006 Washington State Commute Trip Reduction Efficiency Act (CTR). CTR was passed to reduce traffic, improve air quality, and reduce reliance on fossil fuels. This law affects employers who have 100 or more full-time employees that begin work between 6 am and 9 am twelve months of the year. The proposed amendments to MMC Chapter 18.88 will implement the city's revised Commute Trip Reduction Plan and include changes to minimum requirements for major employers required to comply with the subject law.

Any interested person(s) may appear and voice approval/disapproval of the requested code amendment change. Written comments must be received in original form prior to the public hearing. NOTICE OF SEPA DETERMINATION

NOTICE is hereby given that a DETERMINATION OF NON-SIGNIFICANCE (SEPA200807) has been made by the City of Monroe Community Development Director for Zoning Code Amendment ZCA200702 (Commute Trip Reduction).

The proposed amendments to Monroe Municipal Code Chapter 18.88 (Commute Trip Reduction) will adopt the 2008 City of Monroe Commute Trip Reduction Plan (CTR Plan) by reference and revise MMC Chapter 18.88 to reflect revision to state law as outlined in the city's revised CTR Plan. CTR aims to reduce traffic, air pollution, and dependency on fossil fuels through employer based programs to encourage alternative commuting modes to the single-occupancy vehicle. The proposed amendments include significant revisions to definitions, minimum requirements for employee transportation coordinators, and time lines for major employers to survey and adopt a CTR programs.

Comments and appeals to the SEPA determination must be submitted by 5:00 p.m., Wednesday, April 23, 2008 to Monroe City Hall, 806 West Main Street, Monroe, WA 98272. Appeals must be filed in person to the City Clerk on forms available at City Hall and must be accompanied by a filing fee set in the Fees Resolution in place at the time the appeal is filed. Fax, mail, or e-mail appeals will not be accepted.
