COMMUNITY DEVELOPMENT NOTICE OF ISSUANCE OF FINAL SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT
PURSUANT TO WAC 197-11-460 and 197-11-510, the City of Monroe hereby announces that on April 15, 2008 the Final Supplemental Environmental Impact Statement (FSEIS) has been issued for the City of Monroe Downtown Master Plan (Plan) and Design Guidelines. The Final Supplemental EIS and Plan are two separate documents. The documents describe and evaluate preferred land use alternatives, circulation and parking proposals, urban design standards, and a historic preservation program for the historic commercial and residential area of Monroe. The plan includes recommended implementation strategies and possible funding sources.
This FSEIS is issued under WAC 197-11-460. There is no comment period provided for this FSEIS. Copies of the FSEIS document are available for public review and purchase during regular business hours at the City of Monroe City Hall, 806 W. SUMMARY OF ORDINANCE NO. 010/2008
On April 15, 2008 the City Council of the City of Monroe, Washington, approved Ordinance No. 010/2008, the main point of which may be summarized by its title as follows:
AN ORDINANCE of the City of Monroe, Washington, authorizing the issuance of limited tax general obligation bonds to provide financing for the acquisition of property and, pending the issuance of those bonds, authorizing the issuance and sale of a limited tax general obligation bond anticipation note in the principal amount of not to exceed $14,070,000, and fixing the form and terms of the note.

COMMUNITY DEVELOPMENT NOTICE OF PLANNING COMMISSION PUBLIC HEARING AND SEPA DETERMINATION
NOTICE is hereby given that a PLANNING COMMISSION PUBLIC HEARING will be held on MAY 12, 2008 at 7:00 P.M. for CPA2008E to amend the Parks, Recreation, and Open Space Capital Facilities Plan by the City of Monroe Planning Commission in the Council Chambers at City Hall, 806 West Main Street, Monroe, Washington.
Any interested person(s) may appear and voice approval/disapproval of the requested Comprehensive Plan amendment change. Written comments must be received in original form prior to the public hearing. For additional information contact Dan Bannier, Senior Planner at (360) 863-4534 or email at dbannier@ci.monroe.wa.us.
The Planning Commission may take action at this hearing or may continue action on this application until a future date.
NOTICE is also given that a DETERMINATION OF NON-SIGNIFICANCE (DNS SEPA200808) has been made by the City of Monroe Community Development Director for the proposed Comprehensive Plan Amendment CPA2008E.
The Determination of Non-Significance is being issued for a non-project application to amend the Parks, Recreation, and Open Space capital facilities plan (CFP), included in the Capital Facilities and Parks, Recreation, and Open Space Elements of the City of Monroe Comprehensive Plan. This amendment will not change the total cost of the Parks 2003-2008 Six-Year Capital Facilities Plan.
This amendment is being processed outside the annual review cycle in accordance with the provisions of RCW 36.70A.130 (2)(a)(iii). A concurrent budget amendment is requested to be approved to use park impact fees for the permits and utility connections required for the construction of Rotary's Miracle Field.
COMMENT AND APPEAL PROCEDURE: Comments and appeals to this decision must be submitted to Monroe City Hall, 806 West Main Street, Monroe, WA 98272, by no later than 5:00 p.m., May 6, 2008. Appeals must be filed in person to the City Clerk on forms available at City Hall and must be accompanied by a filing fee set in the Fees Resolution in place at the time the appeal is filed. Fax, mail, or e-mail appeals will not be accepted. Appeals will be heard by the City Hearing Examiner and shall be scheduled in conjunction with any other public hearing required for this proposal.
The SEPA Determination is available for review at Monroe City Hall during business hours.

Project description: The Monroe Public Works Department has applied for an engineering permit and a critical area exception to install 4,600 linear feet of buried 16-inch diameter force main pipe from the proposed Park Place Pump Station, south of Main Street, to the city's wastewater treatment plant, along the northern edge of Sky Valley Park. Approximately 2,000 linear feet of the proposed force main will extend through the buffers of a Category I Wetland (Wetland # 33) and two newly delineated Category III wetlands. Monroe Municipal Code (MMC) 20.05.050 provides critical area exceptions for the construction of public utilities within sensitive areas. The remainder of the project is primarily located on city properties that include proposed and existing park facilities. The project includes estimated grading of approximately 6,700 cubic yards of cut and fill. The applicant will mitigate localized impacts to the wetland buffer in accordance with Chapter 20.05 MMC.
