NOTICE OF SEPA DETERMINATION
NOTICE is hereby given that a DETERMINATION OF NON-SIGNIFICANCE (DNS) - SEPA 200820 has been made by the City of Monroe Community Development Director for ZCA 200804 (Binding Site Plan), Monroe, Washington.
PROJECT DESCRIPTION: Under the Revised Code of Washington 58.17.035, the city is proposing to establish a binding site plan process, as Chapter 17.31 of the Monroe Municipal Code (MMC), as an alternative method to subdivide commercial and industrial parcels and administer the division of manufactured/mobile home parks. Additionally, the binding site plan proposal creates an effective mechanism to process phased construction projects. The city is also proposing related changes to Chapter 18.20 MMC to clarify the relationship of binding site plans to contract binding site plan zones (CBS).
COMMENT AND APPEAL PROCEDURE: Comments and appeals to the SEPA determination must be submitted on forms available at City Hall, 806 West Main Street, Monroe, WA 98272, and must be accompanied by a filing fee set in the Fees Resolution in place at the time the appeal is filed. Comments and appeals are due by 5:00 p.m. Wednesday, December 3, 2008. Faxed, mailed, or e-mailed appeals will not be accepted.

NOTICE OF PUBLIC HEARING ON THE GRANTING OF A CABLE FRANCHISE TO COMCAST OF WASHINGTON III, INC.
NOTICE is hereby given that on December 2, 2008, at approximately 7:00 p.m., in the City Hall Council Chambers at 806 West Main Street, Monroe WA, 98272 there will be a PUBLIC HEARING on a proposed cable franchise agreement between the City of Monroe and Comcast of Washington III, Inc.
Copies of the proposed franchise agreement may be obtained from the office of the City Clerk at 806 West Main Street or at www.ci.monroe.wa.us.
Citizens have the right and are invited to provide written and/or oral comments and ask questions concerning the proposed franchise agreement.
