Project description: Scott Deaver on behalf of Monroe Development LLC filed an application to subdivide three (3) existing lots (Parcel ID # 27060100206300, 27060100201400, & 27060100202800) equaling 1.7 acres into nine (9) residential lots, including four (4) single-family lots and five (5) duplex lots. The properties are located at 17928 - 154th St SE and 15230 - 182nd Ave SE in the UR6000 zoning district. The proposal will result in the creation of 14 potential dwelling units, with an estimated 140 average daily trips. A SEPA determination is required by the creation of more than four (4) dwelling units and estimated grading quantities of 600 cubic yards.
Public Comment Period: Comments must be submitted to Monroe City Hall, 806 West Main Street, Monroe, WA 98272 and are due by 5:00 p.m., Wednesday, February 13, 2008. Appeals must be submitted by 5:00 p.m., Wednesday, February 27, 2008. Appeals must be filed in person to the City Clerk on forms available at City Hall and must be accompanied by a filing fee set in the Fees Resolution in place at the time the appeal is filed. Fax, mail, or e-mail appeals will not be accepted.

EXISTING ENVIRONMENTAL DOCUMENTS
ADOPTION OF DNS AND EIS
DESCRIPTION OF CURRENT PROPOSAL: Lakeside has made application and proposes to remove and relocate its existing asphalt production facility operations located at 14593 Galaxy Way. The proposed site is zoned General Industrial (GI) and asphalt production operation (asphalt batch plant) is a permitted use in the GI zoning district. In addition to the batch plant, Lakeside will construct ancillary structures, under individual permits, which include a new maintenance shop and a new office building. It is Lakeside's proposal to have the asphalt batch plant improvements completed by the December 2008. The improvements also include site preparation, construction of new infrastructure, landscaping and roads per city requirements.
The City of Monroe, in cooperation with Lakeside Industries, has prepared a Final Environmental Impact Statement / Planned Action (FEIS/PA) for development of the North Kelsey Sub Area. The FEIS was prepared during 2002-2003 and addresses Lakeside's proposal to relocate its existing asphalt production operation/facility from its present site to an adjacent 11-acre (AKA: The Little Monroe Pit Site.) site. The proposed relocation was included as a Planned Action in the FEIS and was evaluated accordingly. Environmental impacts associated with the Lakeside relocation/replacement proposal were identified and appropriate mitigation measures were developed and incorporated into the FEIS.

LOCATION OF PROPOSAL: The site is located in the northwest corner of the North Kelsey Development at about 14282 Galaxy Way, Monroe, Washington, within Section 36, Township 28 North, and Range 6 East WM.

City of Monroe Comprehensive Plan EIS and SEIS (1994, 1999 and 2005).The City's issued EIS on the Comprehensive Plan analyzed general commercial and industrial development in the City, including the North Kelsey Area. North Kelsey Supplemental Environmental Impact Statement supplements that document.
4. City of Monroe North Kelsey Sub Area Draft SEIS (2003). The revised North Kelsey Sub Area Draft SEIS is included in the Final SEIS as an appendix for reference purposes. Draft Supplemental EIS, City of Monroe Comprehensive Plan, Currie Road Sub-Area Plan and Milwaukee Hill Annexation (August, 1994); Final Supplemental EIS, City of Monroe Comprehensive Plan (November, 1994).
