NOTICE OF SEPA DETERMINATION
NOTICE is hereby given that a MITIGATED DETERMINATION OF NON-SIGNIFICANCE (SEPA200802) has been made by the City of Monroe Community Development Director for the Hill Street Reconstruction Project. This project is located in the City of Monroe, Township 27 North, Range 6 East, Section 1. The project area includes the existing right-of-way along Hill Street between the intersections of North Kelsey Street and North Madison Street.
The City of Monroe intends to reconstruct the storm drainage system in Hill Street between North Kelsey Street and North Madison Street. This project will remove a portion of the existing stormwater system that directs runoff into the city's sewer system. A system of catch-basins will collect runoff. Stormwater will be treated through cartridge filters, directed into new 12-inch and 24-inch drain pipes, and infiltrated into the sub-soils. An overflow route will be constructed along the south curb to direct stormwater overflow into the Kelsey Street storm system. The project will include the removal of approximately 630 cubic yards of material. The trenches will be backfilled with suitable material and the infiltration beds will be backfilled with drain rock as needed. Following backfill, Hill Street will be re-graded and re-paved to direct stormwater to the catch-basins. Additionally, the sidewalk and roadway will be rebuilt. The project will replace existing water mains and rehabilitate existing sanitary sewer mains. There are no known critical areas located in the project area.
COMMENT AND APPEAL PROCEDURE: Comments and appeals to the SEPA determination must be submitted to the City Clerk on forms available at City Hall, 806 West Main Street, Monroe, WA 98272, and must be accompanied by a filing fee set in the Fees Resolution in place at the time the appeal is filed. Comments and appeals are due by 5:00 p.m. Tuesday, March 11, 2008. Faxed, mailed, or e-mailed appeals will not be accepted.

NOTICE OF SEPA DETERMINATION
NOTICE is hereby given that a DETERMINATION OF NON-SIGNIFICANCE (SEPA200803) has been made by the City of Monroe Community Development Director for Comprehensive Plan Amendment CPA 2008D (Annexation policies for sewer extension).
These proposed amendments revise an annexation policy in the Land Use Element of the Monroe Comprehensive Plan relating to the extension of sewer service outside the city limits, Land Use Policy LUP 6.5, and amends Monroe Municipal Code Section 13.08.240 (Sanitary sewer service outside the city limits). Both amendments propose to prohibit the extension of the city's sanitary sewer service beyond the City of Monroe corporate limits.
Comments and appeals to the SEPA determination must be submitted by 5:00 p.m., Tuesday, March 11, 2008 to Monroe City Hall, 806 West Main Street, Monroe, WA 98272. Appeals must be filed in person to the City Clerk on forms available at City Hall and must be accompanied by a filing fee set in the Fees Resolution in place at the time the appeal is filed.
